What “worst” means here

We rank by the weakest financial structure on the Efficiency Score — thin operating reserves, volatile or declining revenue, and officer compensation that runs high relative to revenue. This ranking does not include a program-vs-overhead split, because total program service expenses are not available from our data source; read that breakdown directly on each organization’s Form 990. Use the Officer Pay column to weigh leadership cost against revenue, and always open an organization’s detail page for full context before deciding where to give.
